The Kansas Open Records Act
This brochure is to inform the public of their rights under the Kansas Open Records Act (KORA), found at K.S.A. 45-215 through 45-223, with regard to information housed at the Jefferson County Sheriff's Office (JFSO).
Captain Tim Byers is the designated In-formation Officer.
Public records shall be open for inspection by any person, unless otherwise provided by the act.
Original records cannot be removed from the Jefferson County Sheriff's Office.
Requests for inspection of records must be submitted in writing to the Information Officer. Most records will be produced within three business days from the time the request is received. If the request is delayed or denied, a written explanation for the delay or denial will be provided within those three days.

The following fees (subject to change) shall apply pursuant to K.S.A. 45-219:

OPEN RECORDS
The following JFSO records are considered public information under the KORA:
• First page of standard offense report
• Offender registration
• Anti-crime information
• Statistics
• Traffic accident reports
EXCEPTIONS
Criminal History Record Information

RECORDS NOT PUBLIC
The following JFSO records are exceptions to the KORA and not available to the public:
• Expunged records
• Child in need of care reports
• Juvenile offender reports
• Search warrants
• Arrest warrants
• Arrest reports
• Personnel records
• Criminal investigation records
• Laboratory files
• Undercover agent or informant information
• Civil litigation records
• Correspondence with a private individual
• Attorney work product
• Information individually identifying a victim of a sex offense
• Records of a personal nature where public disclosure would constitute an unwarranted invasion of privacy
• Care and treatment reports
Violations of the KORA may be reported to the Kansas Attorney General or a county or district attorney.
